History
The early political history of Arunachal Pradesh was strongly influenced by the Congress party. For several years after statehood, the Indian National Congress was one of the dominant forces in the state. However, the state's political landscape gradually became more competitive as regional and national parties expanded their presence. Arunachal Pradesh has experienced several changes in government and periods of political instability. The importance of individual legislators and shifting political loyalties has historically been significant because of the relatively small size of the Assembly. Governments have at different times depended on alliances, support from smaller parties and independent legislators. The political situation became particularly turbulent in 2015–16, when a leadership dispute within the ruling Congress government developed into a major constitutional crisis. The Assembly was eventually dissolved after a period of political uncertainty, and the Supreme Court intervened in the matter. The episode became one of the important constitutional and political events in the state's post-statehood history. Pema Khandu emerged as an important political figure during this period. He became Chief Minister in 2016 and subsequently moved from the Congress to the People's Party of Arunachal before joining the BJP. His political transition was part of a larger realignment in Arunachal Pradesh politics and contributed to the BJP's expansion in the state. The BJP subsequently consolidated its position. In the 2019 Assembly election, the party won 41 of the 60 seats. In the 2024 Assembly election, the BJP increased its tally to 46 seats, strengthening its position as the dominant political force in the state. Current Political Scenario As of September 2026, Arunachal Pradesh is governed by the Bharatiya Janata Party under Chief Minister Pema Khandu. The official Arunachal Pradesh government portal lists Pema Khandu as the current Chief Minister and Chowna Mein as Deputy Chief Minister. The present government was formed after the 2024 Assembly election, in which the BJP secured 46 of the Assembly's 60 seats. The BJP Legislature Party unanimously selected Pema Khandu as its leader, after which the Governor invited him to form the government. Khandu took oath as Chief Minister on 13 June 2024 for his third consecutive term. The current Council of Ministers includes Deputy Chief Minister Chowna Mein along with ministers including Ojing Tasing, Kento Jini, Balo Raja, Mama Natung, Dasanglu Pul, Pasang Dorjee Sona, Gabriel Denwang Wangsu, Wangki Lowang, Nyato Dukam and Biyuram Wahge. The government's political agenda is closely connected with infrastructure development, roads and connectivity, electricity, tourism, employment, education, healthcare, welfare delivery and economic development. Because of the state's difficult terrain and scattered population, improving physical and digital connectivity remains a particularly important governance challenge. Chief Minister Pema Khandu Pema Khandu is one of the most influential political figures in contemporary Arunachal Pradesh. He became Chief Minister in 2016 and has remained central to the state's political administration since then. Following the 2019 Assembly election, he continued as Chief Minister, and after the 2024 election he began his third consecutive term. The 2024 election further strengthened his position within the state BJP. The 46 elected BJP legislators unanimously selected him as their legislature party leader before he staked his claim to form the government. Khandu's political career has coincided with the BJP's transformation into the dominant electoral force in Arunachal Pradesh. His administration has emphasised infrastructure, connectivity, tourism, welfare and development, while the state's strategic location has also kept national security and border infrastructure high on the political agenda. Legislative Assembly The Arunachal Pradesh Legislative Assembly is a unicameral legislature with 60 seats. The Election Commission of India records the current Assembly's term as beginning on 14 June 2024 and extending to 13 June 2029. The state elects two members to the Lok Sabha and one member to the Rajya Sabha. The Assembly's history predates statehood. It was established while Arunachal Pradesh was still a Union Territory. The original Assembly had a smaller strength, and the number of seats was increased to 60 after statehood in 1987. The 2024 Assembly election produced the following broad party-wise result: BJP: 46 seats National People's Party: 5 seats Nationalist Congress Party: 3 seats People's Party of Arunachal: 2 seats Indian National Congress: 1 seat Independents: 3 seats The BJP therefore holds a substantial majority in the 60-member House. The Assembly has also evolved as an important institution for addressing issues specific to the state, including tribal welfare, land and natural resources, infrastructure, education, healthcare, public administration and development in remote areas. Opposition Politics Opposition politics in Arunachal Pradesh is relatively fragmented because the BJP holds a large majority in the Assembly. The 2024 election left the Congress with only one seat, while the National People's Party, Nationalist Congress Party, People's Party of Arunachal and independent MLAs account for the remaining non-BJP seats. For Indian Rajneeti's database, the Leader of Opposition field should be treated carefully and updated according to the official Assembly record. A party having the second-largest number of seats does not automatically mean that its leader is formally recognised as the Leader of Opposition under the applicable Assembly rules. The smaller parties and independent legislators nevertheless remain relevant to the political debate. Their positions can influence discussions around local development, tribal interests, constituency-specific demands and regional issues. Major Political Issues Arunachal Pradesh politics is influenced by a combination of local development concerns and national strategic considerations. Infrastructure and Connectivity: The state's mountainous geography makes road construction, bridges, air connectivity and telecommunications particularly important. Better connectivity is essential for economic development, tourism, education, healthcare and administration. Border Development and Security: Because Arunachal Pradesh shares an international boundary with China, border infrastructure and security have significant political importance. Development of border areas is closely linked with national strategic priorities. Employment and Youth: Government employment, private-sector opportunities, skill development and entrepreneurship remain important concerns for young people. Expanding economic opportunities beyond government employment is a major policy challenge. Tourism: Arunachal Pradesh has substantial tourism potential because of its mountains, monasteries, rivers, forests and cultural diversity. Governments have increasingly focused on improving tourism infrastructure and accessibility. Tribal and Cultural Identity: The state is home to numerous indigenous communities with distinct languages, traditions and social systems. Political representation and protection of cultural identity remain important aspects of public policy. Environment and Development: Large infrastructure and hydropower projects have created debates about development, environmental protection and the interests of local communities. Balancing economic development with ecological sustainability remains a continuing policy challenge.
