History
Himachal Pradesh has a unicameral Legislative Assembly with 68 seats. The present Assembly is the 14th Himachal Pradesh Legislative Assembly, whose term runs from 4 January 2023 to 3 January 2028, according to the Election Commission of India. The state's early political history was strongly influenced by Congress and by leaders who played important roles in integrating the hill territories into India's democratic framework. Dr. Yashwant Singh Parmar, widely regarded as the architect of modern Himachal Pradesh, became the state's first Chief Minister and remained one of its most influential political figures. His leadership was important in strengthening administrative institutions and advancing the demand for statehood. For several decades, Himachal politics remained primarily a contest between Congress and the BJP, although other parties and independent candidates have occasionally influenced individual constituencies. The state developed a reputation for close elections and relatively peaceful transfers of power. Congress governments were led by several prominent figures, while the BJP gradually strengthened its organisation. Prem Kumar Dhumal became one of the BJP's most important state leaders and served as Chief Minister during two periods. His governments helped consolidate the BJP as a major force across the state. In 2017, the BJP won a majority and formed the government under Jai Ram Thakur. The BJP won 44 of the 68 seats, while Congress secured 21. Thakur became Chief Minister and remained in office until the 2022 election. The 2022 Assembly election reversed the balance of power. Congress won 40 seats, while the BJP won 25 seats and Independents won 3 seats. Congress subsequently formed the government under Sukhvinder Singh Sukhu. The 2022 election also reinforced the importance of the state's traditional two-party competition. Congress's victory brought Sukhu to the Chief Minister's office, while Jai Ram Thakur became Leader of Opposition. The current 14th Assembly has remained politically active, with debates involving fiscal management, government institutions, public-sector employment, tourism, agriculture, disaster management, education and healthcare. The 2026 budget session ran from 16 February to 2 April 2026, and a monsoon session followed in August–September 2026. One of the biggest political challenges for the Sukhu government has been Himachal Pradesh's financial position. The state has a relatively narrow revenue base while facing substantial expenditure commitments, including salaries, pensions, interest payments and welfare programmes. The opposition BJP has repeatedly criticised the government over financial management, while the Congress government has argued that structural fiscal pressures require reforms and greater support from the Union Government. Another major political issue is disaster management. Himachal Pradesh is highly vulnerable to landslides, flash floods, cloudbursts and heavy rainfall. The devastating monsoon disasters of recent years increased public attention on road safety, construction regulation, disaster preparedness, compensation and climate resilience. Tourism and environmental protection are also major political subjects. The state needs to accommodate increasing tourist numbers while protecting fragile mountain ecosystems. Questions involving unplanned construction, waste management, traffic, water availability and carrying capacity have become increasingly important. Agriculture and horticulture remain politically significant, particularly apple cultivation. Changes in procurement systems, weather patterns, transport costs, market prices and agricultural policies directly affect large sections of the rural population. The BJP opposition led by Jai Ram Thakur continues to challenge the Congress government on these issues. Recent Assembly sessions have witnessed sharp exchanges between the two sides over governance, law and order, education, financial management and government decisions.
