The Monsoon Session of Parliament once again highlighted the difficult balance between political disagreement and legislative business. The government has the responsibility of advancing its legislative agenda, while Opposition parties use Parliament to question policies and demand accountability. Disruptions can draw attention to political issues, but prolonged interruptions can also reduce the time available for detailed debate and scrutiny. The larger question is how political parties can disagree strongly while ensuring that Parliament continues to perform its democratic functions.
“The Monsoon Session highlighted the continuing tension between legislative work, political protest and parliamentary accountability.”
