Why Parliamentary Productivity Matters to Indian Democracy

Parliamentary productivity is often discussed through statistics such as working hours and legislation considered. However, productivity cannot be measured only through numbers. A functioning legislature must provide lawmakers enough time to examine proposals, question ministers and debate policies. The government needs Parliament to function efficiently, while the Opposition needs sufficient opportunity to scrutinise decisions. A healthy parliamentary system therefore requires both legislative progress and meaningful political debate.
